It has been proposed that the generation of electron-positron plasma in pulsar magnetospheres is due to the 'breakdown' of a vacuum gap near the polar region and the development of an electromagnetic cascade (EC) in the magnetosphere and surface layer of the star. In the present paper, it is shown that the combined effect of matter and a strong magnetic field (of the order of 4.4 x 10 to the 13th G) characteristic for pulsars can lead to radiation more intense than bremsstrahlung. A qualitative analysis of the development of an EC in the surface layer of a neutron star is presented with allowance for the proposed mechanism.
