Diffuse X-ray emission in starburst galaxies and low-luminosity AGN with nuclear starburst activity, may comprise an appreciable component of the total emission from these systems. X-ray observations may therefore considerably advance our knowledge of their properties, including the important aspect of the interplay between starburst-associated phenomena, and activity powered by a compact nucleus. Enhanced star formation activity leads to thermal X-ray emission from SN remnants and hot gas, as well as emission from Compton scattering of relativistic electrons by the far IR and cosmic microwave background radiation fields. Recent results from RXTE and SAX observations of the nearby starbursts M82 and NGC253 will be reviewed, and an attempt will be made to determine the starburst X-ray characteristics in these and similar galaxies with enhanced star formation.
