Ashkhabad data on the semitransparent sporadic-E layer are used to
determine a value of 4-5 for the p parameter, which corresponds to the
theoretical value of the index of the three-dimensional spectrum of
atmospheric turbulence. This confirms the turbulent nature of sporadic-E
irregularities pariticpating in the formation of radio reflections.
