Cosmological models with time dependent scale factors for Lewis type cylindrically symmetric geometries and Ray-Smalley rotating spin fluids cannot be expanding in Einstein Cartan theory. However, these fluids can generate anisotropic and inhomogeneous stationary stably causal rotating spacetimes with strong (and weak) spin-vorticity coupling and reasonable physical properties.
