A model is proposed for the excitation of ion cyclotron waves in plasma jets close to the boundary of the magnetosphere. The source of these waves is taken to be nonuniform ion streams parallel to the magnetic field with transverse density and velocity gradients. It is shown that unlike the drift ion-cyclotron instability, which is one possible source of ion cyclotron waves in these regions, the instability caused by the variation in the ion velocity has no threshold. The growth rate and number of cyclotron harmonics that are excited are largest when both gradients are nonzero. Estimates of the saturation amplitude of the instability and also of the shape of the spectrum agree well with experimental data.
