The present work sets forth a general method of determining the dynamic equilibrium of the earth which permits quantitative analysis of parameters of the secular motion of the earth's poles. The velocity and direction of the motion of the poles are computed using satellite and astronomical data on moments of inertia, dynamical flattening, and rotational rate of the earth.
