The quasi-linear calculations are generalized of the anomalous heating rate of a plasma by electrostatic waves for an axisymmetric magnetized plasma which is also collisional. The heating rate calculations are applied to the Farley-Buneman instability at high latitudes, and the turbulent properties of the high-latitude E-region plasma are deduced, using Chatanika radar measurements of anomalous electron temperatures. It is found that (1) the level of turbulence in the plasma determines the amount of heat given off to the electron gas as a whole by controlling the amplitude of the perturbed electrostatic field of the waves; (2) measured electron temperatures can generally be explained with density perturbation levels of 2-4 percent; and (3) the present quasi-linear theory still cannot explain the apparent amount of heating observed for electric field strengths less than about 40 mV/m. The residual amount of heating is such that observed electron temperatures at 112 km are about 100 K larger than calculated.
