The Communication and Navigation Outage Forecast System (C/NOFS) being planned by the Air Force Research Laboratory offers a great opportunity to test and refine our theories and models of the low-latitude phenomena that lead to Equatorial Spread-F. Sensors onboard the C/NOFS satellite in its low-inclination orbit will monitor electric fields, plasma density, and neutral winds in the low-latitude F-region ionosphere and provide most of the parameters which play important roles in the theory of the formation of equatorial plasma bubbles. A system of ionospheric models is being designed to assimilate the data, forecast the state of the global ionosphere, examine that state for regions of plasma instability, and estimate the level of scintillation-inducing plasma turbulence in those regions. The system will run continually in the C/NOFS Data Center once the satellite is in operation. In this talk, we will describe the planned system, listing its components and outlining their interoperation. Before the necessary data for assimilation becomes available, a prototype ionospheric forecast system has been developed which uses empirical models to provide the ionospheric specification. Results from this prototype ionospheric forecast system will be shown and discussed.
