Employing the relativistic mean-field theory, the relationship between the equation of state (EOS) of neutron-star matter and the isovector optical model potential for nucleon-nucleus interaction is discussed. By utilizing such a relationship, the possibility of the direct URCA process occurring, which is determined by the proton fraction of the neutron-star matter and gives a rapid cooling of neutron stars, is connected with the energy dependence of the isovector optical potential in the medium-energy region. Therefore, the present result suggests that uncertainties in the EOS and cooling mechanism of neutron-star matter can be reduced, in principle, by a precise determination of the nucleon optical potential.
