Events associated with entry of solar protons and alpha particles into the polar caps of the earth are analyzed with reference to Cosmos-900 data. It is found that 1 MeV protons enter the polar caps with a time delay of 4-5 hr relative to measurements in the interplanetary medium. Analysis of changes in the alpha-to-proton ratio has shown that for equal ion velocities (1 and 4 MeV/nucleon), the ratio remains essentially constant at several percent, while for equal energies (4 MeV), the ratio changes from 2-5 to 15-20%. These results support an acceleration mechanism in which the diffusion coefficient is independent of the particle mass and charge.
