Experimental data are presented on EAS spectra with respect to the number of electrons in the N(e) range 2 x 10 exp 5 - 10 exp 9 and on the energy spectra of hadrons under conditions of low EAS activity in the E(h) range 10 exp 13 - 2 x 10 exp 14 at an observation level of 690 g/sq cm. These data are combined with data from a series of small EAS to obtain the energy spectra of all primary particles with E(0) = 10 exp 13 - 10 exp 18 eV and primary protons in the E(0) range 10 exp 13 - 2 x 10 exp 14 eV.
