Differential spectra of hadrons in the 10 to the 11th to 10 to the 15th eV energy region were obtained for atmospheric depths of 60, 260, 690, and 1000 g/cu cm. It is shown that at a depth of 60 g/cu cm the Nikol'skii (1975) spectrum gives the best agreement with the experimental data; the Ryan (1972) spectrum also cannot be excluded. In addition, the Monte Carlo method was used to calculate fluxes of low-energy neutrinos in the atmosphere. Total fluxes of muon and electron neutrinos at an energy of not greater than approximately 200 MeV were 1.13 and 0.75/sq cm s, respectively, while at an energy not greater than approximately 10 MeV these values were 0.011 and 0.035/sq cm s
