A variational principle is proposed for constructing equilibria with low
free energy in toroidal plasmas in which relaxation is dominated by a
tearing mode of single helicity. States with current density vanishing
on the boundary are constructed. Theoretical predictions are compared
with experimental data from reversed field pinches and tokamaks.
