Small longitudinal quantum fluctuations of the metric in cosmological models with metastable vacuum are examined. A Hamiltonian formalism is developed, and the small-perturbation system is quantized, with allowance for single-loop corrections to the Einstein equations. The stability of the models with respect to perturbations of the metric is considered, and the fluctuation spectrum of the metric is calculated. It is shown that under certain conditions its amplitude is sufficient for the formation of galaxies at the hydrodynamic stage after the decay of polarized vacuum.
