Neglecting the contributions of protons and other heavy ions to the process of wave propagation, an analytical solution to the dispersion equation of Sazhin (1987) for electrostatic waves propagating in a plasma has been obtained for wave frequencies close to the harmonics of electron gyrofrequency. The plasma consists of two species of magnetospheric electrons, cold electrons and electrons with a loss cone distribution function. The theory has application to the study of the electrostatic emissions in the magnetospheres of the earth, Jupiter, and Saturn.
