A theoretical analysis of the origin of electrostatic waves at the electron gyrofrequency in the magnetosphere is presented. It is assumed that cold and hot electrons with the distribution function given by Dory et al. (1965) are responsible for electrostatic wave propagation. The electrostatic dispersion equation describing wave propagation at the electron gyrofrequency is studied for various limiting cases. It is found that this equation can describe weakly damped waves when the electron plasma frequency is above the electron gyrofrequency.
