It is shown that the ion-cyclotron instability can be excited in the ionospheric field-aligned current region at heights above 130km; the presence of a transverse electric field facilitates the development of the instability. The quasi-stationary level of this turbulence is estimated on the basis of quasi-linear stabilization theory. It is shown that the results obtained can be used for experimental wave diagnostics in the ionosphere.
