Satellite measurements have revealed the existence of a layer of electrons with energies above 30 keV near the magnetopause. The thickness of the layer at high- and mid-latitudes is 1 or 2 earth radii. It extends beyond the magnetopause up to the polar cusp. In the present paper, the spectrum of electrons at the boundary of the magnetosphere is studied on the basis of Prognoz-3 data obtained during February through April 1973.
