It is shown that the electron distribution function in the lower ionosphere can be represented in the form of a sum of Maxwell functions and functions associated with the activity of the suprathermal electron source. It is found that the deviation from Maxwell distribution becomes substantial at energies greater than approximately 14 times the electron temperature. A method is proposed for determining the overall rate of ion formation from values of the distribution functions.
