The effect on a beam-plasma system of random density fluctuations of the background plasma is investigated in a one-dimensional model. The beam is of finite length and evolves in space and time owing to its velocity dispersion and to the quasi-linear relaxation process. The respective effects of the density fluctuations and of the dynamical behavior of the beam are pointed out. Quantitative expressions are obtained for the local evolution of the unstable modes and for the resulting changes in the beam distribution function. It is shown that the wave energy is reduced by the density fluctuations and that the quasi-linear relaxation of the beam is strongly retarded as compared to the case without fluctuations. Implications for the electron beam evolution of these results are taken into account in a formal model.
