The paper examines the statistical mechanism of relativistic-electron acceleration in the thin intershock layer at the interface between the solar wind and the interstellar medium under the action of magnetic pumping with a period equal to the mean rise time of active sunspot groups. A self-similar problem concerning the wave and particle spectra is solved, and a power-law energy spectrum with an index of -1.3 is obtained. Account is taken of the possible contribution of these electrons - considered as background particles with respect to electrons from Jupiter - to the general behavioral pattern of electrons near earth's orbit during quiet solar periods.
