The systematic approach to the prediction of earthquakes and volcanic eruptions is expected to provide a more reliable information for issuing alarms to mitigate the disasters. There is a growing interest in the electromagnetic radiation phenomena of low frequency as a candidate of imminent precursory phenomena. The principal objective of this research project is to evaluate the phenomena to know whether and how they are useful for the prediction. The approaches were directed the following categories: (1) analytical estimation of decay of the electromagnetic signals originated from source regions in heterogeneous media in conductivity; (2) laboratory experiments of rock fracture to infer the dominant mechanism of the electromagnetic phenomena preceding the crustal ruptures; and (3) field experiments by various measurement instruments to find the most efficient physical equations to be observed, locate source region, and to find probabilistic relations of anomarous phenomena with earthquake and with volcanic eruptions.
