The middle atmosphere electrodynamics as obtained with baloon electric field measurements based on horizontally spinning probes is reviewed. It is concluded that a double probe technique provides an easy way of measuring the local electric conductivity by a relaxation method. The probes are grounded or biased to some known potential for a short moment, so that conductivity is determined by the exponential time constant for the recovery to floating potential. Particular attention is given to the global circuit, structure, and dynamics; thunderstorm observations; magnetospheric and ionospheric fields; and internal electric field sources.
