The measured Doppler spectra of the VHF backscatter radar signals from type II ionization irregularities in the equatorial electrojet (EEJ) at Thumba are used to determine height profiles of the phase velocity of the plasma waves in the EEJ. A method for deducing the east-west electrostatic field, E(y), is discussed, and it is found that collision frequencies of ions and electrons are likely to have significant diurnal variations. In the second part, experimentally deduced daytime east-west E(y) values are found to show: significant decrease in the afternoon hours on some quiet and disturbed days; the presence of short-period fluctuations with amplitudes of 30-50 percent of the background value on moderately disturbed days; and a significant decrease of the average E(y) on disturbed days relative to that on quiet days during 0900-1200 h L.T.
