The role of the electric field in a collapsing hydromagnetic configuration is considered, and an electric analog of Ferraro's law of isorotation is obtained. Maxwell's equations for relativistic magnetohydrodynamic flow are derived and used to show that the vanishing of the electric field is not necessary for the electric field to be finite in the latter stages of collapse in the limit of infinite electrical conductivity. For the case of a pulsar, however, it is shown that the electric field must be frozen in, and that the magnetic field will be frozen in if the electric field and the axis of rotation of the pulsar are orthogonal. Consideration of the propagation of fluid vorticity intensity leads to the result that the rotation of fluid is constant along the electric field lines (an electric counterpart of Ferraro's theorem) and that the rotation of the electrically conducting fluid on the surface spanned by the electric field lines increases or decreases according to the magnetic of the electric induction vector (an electric counterpart of a relativistic generalization of Ferraro's theorem). Implications of the variation of electric induction for the generation of pulsar signals are pointed out.
