Several coordinated experiments have been performed with the Michelson Interferometer for Coordinated Auroral Doppler Observations and the EISCAT facility from December 1988 to January 1991. The interferometer measures the horizontal neutral winds in the F region from the O1D (630 nm) emission line. Through a careful analysis, the vertical wind is also measured. Its value is taken into account in the determination of the meridional wind by the radar. Comparisons between the two meridional winds over the whole campaign agree very well on average, but in specific cases, the steady-state equations used to extract the wind from radar measurements lead to inaccurate determinations. Results of a neutral wind model, the Horizontal Wind Model 90, are also displayed for the same conditions. The effect of ionospheric disturbances such as precipitations and electric field are discussed and their influence on the zonal and meridional wind is pointed out. The equations that describe the O1D emission based on the dissociative recombination process are discussed and their results are compared to the measurements.
