The interstellar medium is believed to consist of turbulent clouds
embedded in a more uniform turbulent medium. Some of the effects of this
model will be determined by theoretical calculations of the refractive
covariance using a Kolmogorov turbulence spectrum with an inner scale.
Three physical regimes will be discussed.
