It is shown that external turbulence may generate electric fields in the cosmic plasma in the region of a density gradient. If this mechanism of field generation takes place in the region of the plasmapause, transverse electric fields may be expected to generate aperiodic magnetic disturbances. The expected features of disturbances observable at the earth are discussed.
