An analysis is made of the nonstationary dynamics of the nighttime midlatitude E-region under the effect of a poleward-directed periodic electric field. It is shown that Perdersen ion drift due to the electric field leads to the formation of a second layer in the upper part of the E-region whose maximum plasma concentration tends to exceed with time that of the lower primary electron-density maximum.
