An effective model of the lower ionosphere at high latitudes is developed for investigating the propagation of VLF signals during auroral disturbances. This model agrees well with available experimental data, and, together with a quiet-time model for VLF propagation, describes variations of VLF-signal parameters during transitions from day to night, and quiet to disturbed conditions. The model also agrees with contemporary geophysical conceptions of the ionization of the auroral ionosphere.
