The propagation of an admixture or simple waves through turbulent finite media is considered. It is shown that spatial localization of this admixture or these waves, which is characterized by the negative value of the effective eddy diffusivity (De), is possible in such a case. Unlike De, the threshold criteria for the exponential growth of the admixture mass are found to be independent of both the type of boundary conditions and the functional type of local formations of admixture production. The orographic inhomogeneity effect on both the value of De and the frequency of the formation of local dust storms, which result in the global dusting of the Martian atmosphere under supercritical conditions, is estimated.
