The propagation of admixture or simple waves through turbulent finite media is considered. It is shown that the spatial localization of admixture or waves which is characterized by the negative value of the effective eddy diffusivity De is possible in such case. Unlike De the threshold criteria for the exponential growth of the mass of admixture (i.e. for the medium "settlement") are found to be independent of both the type of boundary conditions and the functional type of local formations of admixture production. The orographic inhomogeneity effect on both the value of De and the frequency of formation of local duststorms that result in the global dusting of the Mars atmosphere under the supercritical conditions is estimated.
