Cross sections for forbidden transitions between all terms of the ground state configurations in electron scattering by atomic nitrogen and atomic oxygen are calculated using the R-matrix method. These cross sections are used to obtain effective collision strengths which are found to differ substantially from previous calculations at electron temperatures of interest in the physics of the upper atomsphere of the earth.
