The electric quadrupole moment of 17B was measured by means of spin polarized fragment beams produced by the projectile fragmentation reaction. The experimental quadrupole moment of 17B was very close to that of neutron p-shell closed nucleus 13B. This result indicates that the neutron effective charge for 17B is considerably smaller than the value commonly used in the sd-shell region. .
