It is shown that two-dimensional movements of the earth's surface produce unsteady velocity fields in the atmosphere and in the neutral component of the atmosphere. The small parameter of the problem is the Knudsen number. Cases of nonperiodic and quasi-monochromatic atmospheric motions are considered, and the conditions under which the derived approximation formulas can be used are examined.
