The readings of gas-discharge and scintillation counters are examined when they are used to measure the spatial particle distribution for electron-photon cascades with primary energy of 10-1,000,000 GeV. Geometrical and transient effects are considered for the gas-discharge counter, and the transient effect is considered for the scintillation counter at the shower maximum.
