The effect of solar radiation in the free-bound continua on the population of highly excited levels of O I and the lower levels of O II is examined. It is shown that the Lyman-continuum field in the upper chromosphere produces an increase in the pumping of highly excited levels of neutral oxygen. The features characterizing the departure of the oxygen ionization equilibrium from LTE are found to be connected with the deviation of the mean free-bound intensity from the Planck function.
