A transport equation describing dynamic processes in interplanetary space is obtained for the general dependence of the distribution function on the spatial coordinates r, theta, and phi. It is shown that the resonant interaction of charged particles with MHD turbulence as the result of quasi-linear diffusion leads to an increase in the velocity of fast particles in the presence of waves propagating from the sun. This effect is absent for a wave mixture, while particle diffusion in the velocity space is reducible to turbulent acceleration.
