The paper examines the effect of the finite longitudinal conductivity of magnetic field lines sigma-parallel on the development of electrostatic flute-type disturbances at the inner boundary of the plasma sheet. It is shown that the flute instability leads to the formation of structures that are extended in the longitudinal direction. If sigma-parallel is not equal to infinity, structures dominate which have a transverse scale of the order of the ion gyroradius in the equatorial section of the magnetosphere.
