In a discussion of the theory of terrestrial magnetism, Elsasser (1946, 1947, 1956) emphasized that the combination of three critical factors leads to dynamo action in the earth's core. These factors involve an electrically conducting fluid with large linear dimensions, planetary rotation, and convective motion. It is now sometimes supposed that convection is necessary for dynamo action, and that the outer core must convect. The present investigation has the objective to demonstrate that this line of reasoning is not necessarily valid. Dynamo action is possible in a stably stratified core if Elsasser's third criterion, convection, is modified to include motion consisting of a field of propagating inertial gravity waves. Attention is given to the governing equations, helicity and the alpha-effect from inertial gravity waves, a plane layer model for dynamo action, and an interpretation of the results.
