Measurements of charged particles on rockets and satellites in the upper ionosphere and magnetosphere have revealed the presence of electron and ion fluxes with 'spikes' of the high-energy tail of the distribution function. A calculation model is presented which shows that the appearance of these spikes is connected with the multiple passage of charged particles through a region of resonant interaction with cyclotron electromagnetic waves. The model describes the temporal and spatial separation of particles that are resonant or nonresonant with respect to quasi-monochromatic wave packets propagating in the magnetosphere.
