Knowledge of the kinematical properties of open clusters is the basis for studies of the structure of our Galaxy (mapping of spiral arms, rotation speed of spiral pattern, etc.). By studying medium to high resolution spectra, we will determine the radial velocity (V_r) and membership to selection of distant open clusters. Obtaining V_r for a large number of stars, with known proper motions, will allow us to determine the V_r of the open cluster as a whole and also its full 3- D spatial velocity. We propose here to use the HYDRA multi-fiber spectrographs to obtain large numbers of spectra for a sample of distant (d > 2 kpc) open clusters, which have stars with previously determined proper motions. The proposed sample will extend the coverage of the outer Galactic disk allowing us to better determine properties of the outer rotation curve and structure of the spiral arms. Additionally, the spectra will allow us measure the metallicities of the clusters ``for free'' and provide a marked improvement in number of open clusters with kinematics and metallicities determined.
