Measurements of the drift rates of Jovian S-bursts at 21-23 MHz are discussed together with trends observed in S-burst observations made from 1974-78. The data suggest that the drift rates of S-bursts in region B are proportional to both the jovicentric declination of the earth (DE) and frequency. No clear dependence of DE is observed if the mean drift rates of S-bursts in region C are plotted as a function of DE. The evidence indicates that the DE effect based on sharp beaming from upward-drifting electrons in the Io flux tube is incorrect. As an alternative, it is suggested that solar activity may be the controlling factor in drift rate variations, or that the drift rates vary together, in which case the direction of the solar wind relative to the jovicentric declination of the sun may be instrumental.
