The authors demonstrate, by combining an improved formalism for calculating the gravitational wave background produced by cosmic string scaling networks with new timing measurements from millisecond pulsars, that the predicted background of gravitational waves today from loop decay appears to be in conflict with observations. The implications of this for string scenarios for large scale structure formation are discussed.
