Change of the inclination angle i of a cometary orbit to the plane of the orbit of a perturbing body occurs more rapidly when the angle i = 90 degs. Because of this the deficit of poles of long-period orbits must be registered in zones near the plane of the planetary orbit (P-effect). This predicted effect is observed if perturbation is not spontaneous but takes place in the process of motion of a cometary nucleus out of the generation zone of the mother planet. No P-effect relating to the plane of ecliptics was registered but it really takes place with respect to the galactic equator for comets with 0.7 less than or equal to q less than or equal to 2.2 a.u. As a conclusion it is stated that these comets undergo only casual perturbations from the known planets and according to our hypothesis, they were ejected from the gravitation zone of the hypothetical transplutonic planet X-2, which provides the generation of the P-effect.
