Measurements of vertical ground motion are presented, which show the overall weakness and instability of the earth's weathered surface with respect to the underlying rock. The measurements were obtained at an upland erosional surface in southern California between the San Jacinto and San Andreas fault zones. It is found that the primary factor controlling the long-period displacement of surface monuments is near-surface weathering. For measurements of tectonic deformation, the chaotic motions of near-surface monuments may be large enough to be the limiting factor in detecting short-term signals over distances of 10 km or less. Earth tide records show Poisson's ratio to be 0.09 in contrast to the normative range of 0.2-0.25. This implies that horizontal strains couple only weakly into vertical strains.
