The nature of the discrete emissions with a rising frequency in the range 0.2-0.4 Hz recorded at the College Observatory over the period 1972-1977 is examined. A model is proposed which makes it possible to explain the global characteristics of the discrete emissions. The model also provides a way to predict the intensity of the quasi-stationary electric field and the grid structure of cold plasma distribution in the earth's magnetosphere.
