A new software tool ``DIOGEN'' (DIagnostics Of GasEous Nebulae) has been developed to derive the physical conditions (Ne, Te and ionic abundances) as well as the chemical abundances in a low-density (nebular) plasma. The plasma diagnostics are based on a wide set of ions and emission lines and utilize several new techniques as well as classical ones. The code ``DIOGEN'' is running under both MS Windows and Linux and may be used for nebular diagnostics and abundance determinations in planetary nebulae and HII regions.
