Justifications are presented for the origin of solar nebula turbulence in differential rotation. The conditions necessary for destabilization of the basic flow by natural perturbations are shown to be satisfied by the solar nebula; atmospheric observations, laboratory experiments, and numerical simulations are discussed with a view to the characterization of shear-driven turbulence. The results of efficiency computations for such turbulence for the solar nebula are treated with emphasis on structure and evolution.
