A new method is proposed for determining three parameters of the ionospheric plasma in the F-region: Ti, Te, and νim, at whose basis lie measurements of the amplitudes of test wave signals scattered by artificial periodic inhomogeneities. The procedure described permits investigating also the temporal variations of these parameters. The values of Ti, Te, and νim obtained for summer periods at altitudes of 180 - 200 km are in agreement with the experimental data known from the literature.
